Smart Working in the PS Observatory Research

The Smart Working in the PS Observatory starts within the Smart Working Observatory, that is part of a broader Research context which for over 10 years has been studying the evolution of people’s way of working. By Smart Working we mean: “A new management ideal based on giving back to people flexibility and independence in choosing the location, schedule, and instruments to use in return for greater accountability on results”.

Now in its fourth edition, the Smart Working in the PS Observatory is reserved to Public Sector bodies and aims to be the point of reference for the development and spread of new Smart Working based work organization models for the Public Sector. The Observatory will examine, in particular, distinctive Smart Working aspects and the development trends in the public sector to define methodologies and Best Practices that can support the PS in order to be able to fully leverage the opportunities that Smart Working provides to modernization and organizational, technological, and management (managerial) innovation of the PS.

Smart Working in the PS Observatory Research

As part of Research, the Smart Working in the PS Observatory aims to:

monitor the spread of Smart Working initiatives in public sector bodies, keeping track of the various work time and place flexibility initiatives;
monitorthe spread and benefits of digital technologies enabling Smart Working in the PS;
analyze the evolution of work spaces from a "smart office" perspective and space-sharing initiatives among agencies;
monitor the level of maturity of Smart Working initiatives in the PS;
analyze the impact of Smart Working on performances (e.g. efficiency, productivity, …) and organizational wellbeing (es. sense of belonging, unity, boss-employee relationship);
understand people’s point of view by looking into the level of well-being and engagement with reference to Smart Working in PS bodies work modes;
analyze the impact that different leadership styles can have in interms of di performance, engagement, and welleaing of people and teams;
analyze the impact on the environmental, social, and economic sustainability of work (e.g. effects or initiatives to enhance addressed to the territory, and encourage tourism;
monitor the quality of PIAO (Piano integrativo di attività e organizzazione – Integrated activities and organization plan) and enable to share organizational innovation initiatives connected with their application.

Research is based on an empirical analysis that through surveys and case studies involves over 400 Public Sector bodies every year and workers from Work-Table participating companies.

Smart Working in the PS Observatory activities

Events planned for the edition of the Observatory are:

one invitation based online workshops for Work-Table participating PS representatives;
one invitation only hybrid workshop for PS body representatives that are part of the observatory, with the possibility of visiting the Politecnico facilities folowing the workshop, for those who participate in person at the event..
one workshopattended in person in Rome.

Research activities planned are:

in-field Research through questionnaires and direct interviews involving Human Resources and Organization reference contacts and General Managers of Italian Public Sector bodies;
survey on a statistically representative sample of workers and organizations with over ten employees;
development of PS case studies that have adopted Smart Working with the aim of highlighting best practices.

The Observatory will create the following content:

a digital Report containing the main results of Research conducted in synergy with the Smart Working Observatory for the final Conference.
